Description | This 2019 County Fiscal StrategyPaper (CFSP) is prepared at a time when we have started implementation of thesecond County Integrated Development Plan (CIDP) 2018-2022. The CIDP is alignedto the objectives of the Third Medium Term Plan (MTP III) of the Kenyas Vision2030. As a consequence therefore this fiscal strategy will continue the countytransformation agenda as given in the CIDP 2018-2022 while at the same time complementefforts of the National Government in achieving the Vision 2030. The National Government isimplementing The Big Four Plan by focusing on improved food and nutritionsecurity, achievement of universal health coverage, increased manufacturingactivities and construction of decent and affordable housing. We have givenpriority to development enablers by implementing county flagship projects ininfrastructure, health, education and water to complement efforts to realizethe The Big Four Plan in our county. This CFSP is prepared against abackground of resilient economy and envisaged high growth. The Kenyan economyis projected to grow by 6.0 per cent in 2018 up from 4.9 percent in 2017. Themacroeconomic environment remains to be stable with inflation maintained atsingle digit, interest rates being low and foreign exchange rate beingstable. The expenditure policy espoused inthis CFSP 2019 will involve curtailing resources on non-priority areas andchanneling them to high priority areas in education, health, water andinfrastructure. In order to enhance revenues mobilization we will lobby forfaster enactment of the Finance Bill and other revenue raising measures. Thiswill expand the revenue base as we strengthen revenue administration by fullyimplementing automation. Lastly I would like to thank H.E. theGovernor and H.E Deputy Governor for the wise counsel and guidance inpreparation of this document. My sincere appreciation goes to my ExecutiveCommittee colleagues for their contributions. Various stakeholders includingthe public gave their inputs and we equally appreciate them. |
