Description | ...This is the first County Fiscal Strategy Paper(CFSP)under the devolved governance structure and marks a continuation of the budget process aimed at planning for the County. In it, we present the policy priorities of the County and the resource constraints binding us. We set out budgetary provisions that adhere to the required fiscal rules that ensure sound financial management as we demonstrate the County Governments commitment to service delivery. The Paper sets out the broad strategic priorities and policy goals that will guide the County Government in preparing its budget for the coming financial year and over the medium term. It gives a description of the County Government fiscal policy, strategies, and rules as well as providing the fiscal projections and indicative budget ceilings for use in the 2014/15-2016/17 MTEF Budget. The County recognizes the importance of transparency and accountability as being not only necessary for good governance but also for the formulation of sensible economic policies. It is therefore a resolve of the Government to continue its successes in making its operations more open to the public. Towards this end, the County conducted public participation forums from 3rdto 8thFebruary, 2014 and has incorporated the views received from the members of the public and all stakeholder's who gave in their submissions.The paper has also taken on board the views of the Commission on Revenue Allocation(CRA) as required by the law. |
