The County Human Resource Policies and Procedures Manual provides guidelines inthe management and development of human resource capacity towards theachievement of various County goals and objectives.The Manual incorporatesprovisions of the Constitution, Labour Laws and other Legislation that govern variousaspects of industrial relations in the Public Service. The Manual is also anchored onother policies and guidelines governing the management of the Public Service. Itprovides the basis for human resource policies and regulations in the wider PublicService. It is important to note that these policies are not exhaustive of all the rulesand regulations governing Public Servants in their day to day activities. They shouldtherefore, be read alongside other relevant Statutes, where applicable, for betterinterpretation and application. The policies will apply to the County Government andother County Government Agencies and will be updated from time to time to reflectpolicy changes affecting human resource management and development in theService. The regulations should however, be used as the minimum norms andstandards for human resource practice in the County Public Service.Where clarification on any of these regulations is required, it should be sought fromthe Board Secretary/Chief Executive Officer, County Public Service Board.
