This is the fifth County Fiscal Strategy Paper (CFSP) to be prepared in line with Section 117 ofthe Public Finance Management Act, 2012. The Paper takes into account the priorities earmarkedfor implementation in the Annual Development Plan (ADP), 2017. It articulates economicpolicies and structural reforms as well as sector based expenditure programs that the Countyintends to implement in realization of the Second Kisii County Integrated Development Plan(CIDP), 2018-2022.The Paper covers the following broad areas: review of the fiscal performance for the first half ofthe FY 2017/2018; recent economic developments and outlook; strategic priority areas for FY2018/2019 as spelt out in the ADP, 2017; and the medium term fiscal framework.This Paper articulates economic policies and structural reforms as well as sector basedexpenditure programmes that the County intends to implement in order to achieve the broad goalof its development agenda of employment creation and poverty reduction. In particular, itemphasizes continued shift of resources in favour of programmes that enhance growth and jobcreation, and to support stronger private sector investment in pursuit of new opportunities in achanging economic environment.
