Description | This County Fiscal Strategy Paper (CFSP) is the first under Marsabit Countys new administrationled by H.E Gov. Mohamud Mohamed Ali. It sets out the policy goals and strategic priorities thatwill form the basis for formulation of Countys Financial Year 2018/19 budget and the MediumTerm. The Paper is prepared in accordance with the Public Finance Management Act, 2012. TheCounty priorities and goals outlined herein are based on the Governors Manifesto and thetransformative agenda pursued by the county leadership as well as sectoral plans and the NationalGovernments The Big Four Plan as contained in the 2018 BPS; all anchored on the Vision 2030,Kenyas development blue print.The county government recognizes the importance of planning and the close linkages betweenpolicy, planning and budgeting. In this regard, the county Treasury has already embarked on thepreparation of the 2nd generation County Integrated Development Plan (CIDP) covering the period2018-2022. The CIDP will capture our shared vision and aspirations for the next five years andbeyond as the county administration strives to steer the county towards economic prosperity.The fiscal framework presented in the paper for the medium term will guide the County governmentin ensuring that there will be efficiency and effectiveness in the implementation of our developmentpolicies. As outlined in the previous CFSP 2017, this paper is part of efforts by the County Treasuryto continue with expenditure and financial management reforms as well as containing growth ofnon-priority expenditures in order to create fiscal space for financing priority policy areas. Thecounty government will enhance the budgetary allocations to the productive sectors and closelymonitor implementation of projects and programmes that will have the desired impact on the livesof our people. These sectors will no doubt help in unlocking the economic potential of MarsabitCounty.The 2018 CFSP lays the foundation for our transformative agenda for the medium term and willguide the preparation of the FY 2018/19 budget. We remain alive to the fact that achievement ofour shared objectives calls for greater transparency, effectiveness and efficiency in public financialmanagement in order to ensure fiscal discipline. |
