Description	The 2014/15 MTEF presented will allow for the spending on programmes including infrastructure, health, education under ECD, Trade, Energy, Tourism & industry, support to Agriculture & cooperative movement, water & irrigation, Fisheries, Forestry & Environment, lands, housing and urban planning and social services for inclusive growth. This framework calls for greater transparency and high quality in Public Finance Management in order to ensure Fiscal discipline. The framework is being presented for the 2nd time under the Public Financial Management Act, 2012 which outlines the broad strategic issues and Fiscal framework together with the summary of the County Government spending plans. This will form the basis for the 2014/2015 budget at the Medium term.
