This is the fifth CFSP under the devolved governance structure. Its purposes is to assistpublic understanding of the fiscal situation and the Government proposed budget strategies.The paper sets out the broad strategies, priorities and policy goal that will guide the CountyGovernment in preparing its Budget for the coming Financial Year and over the MediumTerm. It gives a description of the County Government Fiscal Policy, strategies and Rules aswell as providing the fiscal projections indicative Budget Ceiling for use in 201819 MTEFBudget. The County Government recognizes the importance of transparency andaccountability as being not only necessary for Good Governance but also for the formulationof sensible economic policies. The priorities and goals outlined herein are based on CountyIntegrated Development Plan 2 and the Governors Manifesto with emphasis on: Good governance social sector development in Education, Health, culture, Peace and Security infrastructure development in water, energy, Transport and communication, ICT Agricultural development and value addition, market linkages and introduction ofhigh value products like giant bamboo, pyrethrum and sugar beets. Industrialization; industrial park, cottage industries, Agro processing and appropriatetechnology.These priorities shall form the basis for formulation of FY201819 Budget and the MediumTerm. The paper therefore marks County planning and policies to Budget which is the mainExpenditure Framework. The paper covers the following broad areas; the review of the Fiscalperformance of Financial Year 2016178 and highlights of the recent Economic Developmentand Economic Outlook.The Fiscal Framework presented in the paper ensures a sustainable financing while allowingachievement of the set objectives, call for greater transparency, and effectiveness andefficiency in Public Finance Management in order to ensure fiscal discipline
