Description | ...The Constitution vests in the Commission the mandate to promote, evaluate and report tothe President and Parliament the extent to which the Values and Principles mentioned inArticles 10 and 232 are complied with throughout the public service.The objects of Independent Commissions are provided for in Article 249 of the Constitutionand include securing of the observance of democratic values and principles. The primacyof these values and principles are underscored in Article 4(2) where the democraticvalues and principles are said to be foundational to the Republic of Kenya.The duty placed on the Public Service Commission to oversee and report on theimplementation of the Values and Principles throughout the public service is thereforean onerous task which calls for diligence, dedication and deep reflection to all those whohave a duty to ensure that the values and principles are observed.The Public Service Commission played a key role in the development of the policy andlegislative framework for the implementation of the Values and Principles. Some of thelegislations so far developed include the Leadership and Integrity Act, 2012 which is anenabling legislation for Chapter six of the Constitution on Leadership and Integrity. Article80 of the chapter provides for the development of the leadership code for state officersand with the necessary modification its application to the rest of the public officers |
