Description | The Constitution of Kenya 2010 under chapter 11, thereof and sections 7 and8 of County Government Act No. 17 of 2012 established County Assembliesin the New Governance Structure in Kenya.The County Assembly of Siaya has a significant role in promoting goodgovernance through traditional functions of parliament legislative,oversight and representation. Being the first Assembly, the institution is facedwith the task starting from scratch and laying the foundation for futureassembly regimes. This task requires thinking big and acting smart inthe face of constrained resources and initial inadequate human capacities.Strategic Plan is a tool for organizing the present on the projection of thedesired future. This Strategic Plan is a road map to lead the County Assemblyof Siaya from where it is now to where it would like to be in 4 years. The planis simple, clear, flexible, practical and based on current situation. It hasendeavored to establish priorities through consultations with the politicaland non-political stakeholders. The spirit in the planning was to capture thethoughts, feelings, ideals and wants of the stakeholders and mold themalong the purposes, mission and vision of the County Assembly. In thecircumstances, the document is the reasonable representation of theassemblys position bearing in mind the potential threats, challenges, risksand constraints.Periodically, the assembly will evaluate its strategies and review its strategicplan considering emergent strategies and evolving changes. This will berealized through systematic brokering efforts in identifying best practices inoperations and performances of similar institutions. This Strategic Plan willform basis for future resource mobilization and budget preparations as theAssembly strikes to attain effective delivery of its mandate.Finally, I take this opportunity to sincerely thank the County AssemblyService Board members, the Members of County Assembly of Siaya, the Clerkand all staff who fully participated in the crafting of this Strategic Plan.Further, we thank the consultants George M. Onyango and Madara Ogotfrom Maseno University, Civil Society Organizations and all otherstakeholders without whose participation, the document would not havebeen in the current from.We look forward to full realization of the objectives and activities as set out inthis Strategic Plan. |
