The Tana River County Monitoring and Evaluation Policy 1s designed to guideimplementation of the County Integrated Monitoring and Evaluation System (CIMES). Inaddition, this Policy seeks to place the practice of Results-Based Monitoring and Evaluationwithin the broader Government management accountability framework and to clarify theroles and responsibilities of the Monitoring and Evaluation Unit (MEU) in the Department ofFinance and Economic Planning, the Service Delivery Unit in the Office of the Governor,other departments/agencies and stakeholders in this process.The Policy shall be binding to all state and non-state actors who are required to comply withit in execution of their projects/programs from the date of approval of the Policy. The Policyshall be implemented through Government circulars and legislation.As we move towards achieving the Sustainable Development Goals (SDGs), Kenya Vision2030 and its MTP's and the implementation of our CIDPs, emphasis must be placed on ourability to monitor, evaluate, learn and report results on policies, projects and programs andother service delivery activities. This is meant to improve performance by both state and nonstate actors within the County. The periodic monitoring and evaluation reports produced areexpected to complement other reports such as budget implementation reports andperformance management reports and state of the county reports which are all expected tostrengthen accountability and transparency.I therefore encourage all the partners and stakeholders to make use of this Policy with a viewto transforming livelihoods and well-being of the people of Tana River.
